PROJECT DESCRIPTION:  
The SCALE-Resilience program leverages existing laws and structures to apply a community-driven governance approach. SCALE will measurably contribute to the goal of improved resiliency among populations vulnerable to natural hazards and the impacts of climate change through strengthening the capacity of government, civil society and the private sector to reduce risks and to adapt to climate change.

The program focuses on the following principal areas:
  • Improving capacity of stakeholders in climate change adaptation and disaster risk reduction (DRR-CCA) through training, workshops, cross visits
  • Conducting vulnerability and capacity assessment
  • Facilitating climate adaptation and DRR pilot projects
  • Advocacy for integrating DRR-CCA into local government policies
  • Outreach: disseminating lessons learned and best practices 

The interns will develop a Performance Evaluation examining the approach and lessons learned from API Perubahan / SCALE-Resilience program based on appropriate M&E process. The interns will need to travel to API Perubahan project sites located in West Jakarta, West Sumatera, Lampung and Maluku.

Together with Mercy Corps field teams, the interns will identify relevant materials, conduct appropriate and necessary M&E process, interviews and submit drafts. The interns will submit findings and recommendations.

LEARNING OBJECTIVES:
The intern is expected to learn about the process, approach, achievements and lessons of integrating DRR-CCA at local and sub national level, which includes project interventions, capacity building / training delivery, advocacy, and awareness campaign based on appropriate monitoring and evaluation. 

DELIVERABLES:
A final report containing results of performance evaluation of API Perubahan program activities in 4 provinces.

IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING QUALIFICATIONS:
  • Bachelor Degree in Environmental Management, Urban Studies, Social Science
  • Strong familiarity with a broad range of Monitoring and Evaluation methodologies and approaches.
  • Familiarity with natural resource management, urban and rural planning or climate change

PROJECT DESCRIPTION:
Mercy Corps implements high-quality, analytical work in the world’s toughest places. Within Uganda, Mercy Corps works principally in post-conflict or transitional areas, including the Karamoja and Acholi sub-regions, integrating targeted assistance for the immediate needs of critically vulnerable populations with a larger strategic focus on market facilitation that promotes long-term systemic change. Mercy Corps addresses a number of overlapping and associated needs within a wide range of activities (market development in support of agriculture/livestock, energy, water and sanitation, and health and nutrition; conflict mitigation and governance).

In partnership with TechnoServe, Mercy Corps is implementing Revitalizing Agricultural Incomes and New markets (RAIN), a three-year, USDA-funded agriculture development program in Lamwo District, northern Uganda. Now in its second year of operation, RAIN is well on the way to its goal of stimulating economic prosperity and food security in the northern Uganda by enhancing agricultural productivity and profitability, improving trade performance of key input and output markets, and expanding access to quality, locally-available financial services.

The RAIN program has identified contract farming as an entry point for impacting a broad number of smallholder farmers across all of its key areas. In its first year of operation, RAIN partnered with several privately-run contract farming schemes. One partner, Gulu Agricultural Development Company (GADCO), invested with Mercy Corps in a pilot to develop the market for organic sesame in three sub-counties of Lamwo District. GADCO and Mercy Corps availed access to quality inputs, to skill development with respect to organic production techniques and post-harvest handling, and to a guaranteed end buyer offering competitive prices. In the first production season, 2,131 farmers chose to participate in the scheme and planted sesame on 4,561 acres. In total, GADCO purchased 774,857 kg of sesame through their agent network now established in Lamwo. The total value of all sesame purchased reached nearly USD 1 million, injecting significant cash into the economy.

But what was the success of this pilot? What elements of the scheme had the greatest impact? How did production change as a result of technical guidance and/or improved seed? Who benefited from this scheme? How has the pilot impacted interest in contract farming participation within the district? How was the added income used? Do results indicate that the intervention improved quality of life and economic opportunity? What more needs to be incorporated or rethought in an expansion of the pilot? These are all key questions that the intern will examine in an impact assessment of the pilot program.

Working in close collaboration with the RAIN team, the intern will compare those farming households that adopted or participated in specific components of the farming scheme and those that did not. The intern will collect and collate quantitative and qualitative data and develop associated analyses and recommendations in an impact study assembled with the RAIN team.

LEARNING OBJECTIVES: The intern will have a unique opportunity to examine contract farming, one mechanism for aggregating and developing smallholder farmers, as well as broader social enterprises that have the capacity to significantly impact marginalized households in developing economies. The intern will also develop greater skills in market analysis and increased field-based experience.

DELIVERABLES: There are two deliverables:
  1. An impact assessment examining the RAIN contract farming pilot. This will consist of desk research and field research.
  2. Recommendations for improving contract farming interventions and piloting further interventions developed in close collaboration with the RAIN team.

How is the program impacting power relations, access to resources and decision making between men and women? How can we ensure that more marginalized groups are accounted for and integrated into our programming well?

The purpose of the internship is to get at these questions from a gendered perspective. To do this, the intern will examine gendered distribution of labor, breaking down labor between women, men, girls and boys. This involves examining all facets of production, marketing and sales, including who does what, when and where as well as “value” breakdown across each facet. In addition, the intern will examine gender differentials in access to and control over resources and benefits. Further, key practical and strategic gender needs will be identified and opportunities and constraints profiled. 

Working in close collaboration with the RAIN team, the intern will further examine program impact from a gender lens and explore opportunities to best target both males and females across agricultural, market linkage and financial services sectors. The intern will also provide recommendations on which groups to target with what activities and how to “upgrade” low value activities that may be the domain of less powerful groups. The intern will also work with the team to refine sector intervention strategies to fully encompass gender considerations and recommendations.

LEARNING OBJECTIVES: The intern will gain an in-depth understanding of the constraints to productivity and growth facing smallholder farming households in a post-conflict setting, opportunities for microeconomic development that present themselves in such underdeveloped environments, and opportunities to tailor work to specific and key market segments. The intern will also develop greater skills in market analysis and increased field-based experience.


DELIVERABLES: There are two deliverables:
  1. A comprehensive gender analysis report on the gendered disaggregation of labor including an activities’ profile by women, men, girls and boys. This will further encompass access to and control over resources and benefits, decision making between men and women, as well as constraints and opportunities profiling within Lamwo District. This will consist of desk research and field interviews.
  2. Recommendations for gendered targeting across all sector interventions, developed in close collaboration with the RAIN team.

By addressing a number of interrelated needs within a wide range of activities (livelihoods, peace building, agriculture, water and sanitation, health and nutrition, financial access and economic development), Mercy Corps applies a broad but integrated approach to address challenges to product and service availability, access and utilization.

We believe that access to modern energy services underpins social and economic development. Energy poverty drives poverty in the developing world; poor energy access results in ill health, environmental degradation and limited economic growth. In Uganda, where biomass accounts for 91 percent of total energy used and 97 percent of rural households have no access to grid electricity, energy poverty is a central challenge. However, in recent years companies have begun to distribute innovative, consistent and affordable energy options like solar lanterns and fuel-efficient stoves. These products offer highly beneficial, cost-saving alternatives to traditional energy sources and improve the quality of life and opportunity for the most marginalized members of the global community. At the same time, these products are also failing to rapidly and broadly reach their target markets. This is particularly true for Uganda. Though an increasing number of businesses now offer affordable energy solutions within Uganda, all of them direct what little investment and outreach they have to a few select areas that offer higher concentrations of population density and wealth – bypassing more marginalized markets that stand to benefit from energy-saving products the most.

Across the Acholi sub-region, through the work of our Economic Development Team, Mercy Corps Uganda is playing a valuable role in helping to accelerate energy access to the rural, dispersed population by reducing barriers to product availability and catalyzing consumer demand. Our research demonstrates that there is tremendous merit in solar and FES adoption as well as potent solar and stove market opportunity within Acholi.

Well into project implementation, the Team has had early success working in partnership with energy companies to adapt their business models and to connect these companies to viable product distributors across four districts within the Acholi sub-region. However, we haven’t had success working through formal financial institutions to meet working capital and consumer credit needs. This is an important challenge. Limited financial resources inhibit access to energy products for all actors within the value chain. Though credit does exist within the value chain itself, it is only available for a small minority of actors. Solar and stove companies are unable to access the capital they need to grow their businesses to scale. Distributors and retailers are unable to access the capital required to build inventory and to expand their consumer base. Many consumers are unable to pay for products in a single purchase. Limited access to finance, then, inhibits energy market growth and product access.

As an alternative to formal financing, we are supporting private sector partners to take on experimental financing schemes. We want companies to test experimental financing as a mechanism for increasing their wholesale/retail networks and for wholesalers/retailers to test experimental financing as a mechanism for increasing sales broadly, including to lower income populations. We’re looking for an intern to design, set-up and run a research project that tests the viability of experimental variations in sales offers aimed at increasing both retailer and consumer uptake of energy products by helping them to overcome constraints to liquidity and consumer confidence. This is an applied research project that is expected to yield data that will notably change energy company behavior broadly.

LEARNING OBJECTIVES: The intern will have a unique opportunity to design and to manage product and sales research that has the capacity to transform social business behavior broadly across emerging markets. The project will give the intern insight into the challenges and opportunities for small and growing businesses in emerging markets. The intern will also increase field-based experience and gain access to valuable research that could be applied to graduate work.

DELIVERABLES: There are two deliverables:
  1. Research project design, including guidelines, procedures, key partners and overall strategy based on desk research, discussions with company partners and close guidance from the Economic Development Team.
  2. Study that carefully documents research and clearly articulates viable recommendations for pilot for both company partners and Mercy Corps more broadly.
