PROJECT DESCRIPTION:  
Mercy Corps is committed to addressing the root causes of urban poverty through an integrated urban development program that seeks to improve quality of life in urban poor settlements by building secure, productive, and just urban communities. The Urban Program currently works in areas of disaster risk reduction, pro-poor provision of water supply, sanitation, flood risk reduction, solid waste management, sustainable energy, small business development, urban value chain development, and health and nutrition. Urban Climate Change and Disaster Risk Reduction projects are an increasingly important component to address in mitigating the conditions of urban poverty, as the most adverse impacts of climate change are likely to be in urban areas where people, resources, and infrastructure are concentrated.

Climate change will dramatically impact cities and other urban areas, especially those in coastal zones. The high incidence of hydro-meteorological and other disasters affecting urban areas, particularly in vulnerable regions, is a challenge to local officials and their communities in being prepared and proactive in addressing increasingly frequent and extreme climate change events.

To address these inter-related challenges of climate change, urbanization, and urban poverty, Mercy Corps Indonesia was awarded funding by the Rockefeller Foundation as part of its Asian Cities Climate Change Resilience Network (ACCCRN). The overall goal of the Rockefeller Foundation regional program is to, “catalyze attention, funding, and action around climate necessary to build the resilience of poor and vulnerable Indonesian urban communities.”  There are currently four countries included in ACCCRN: India, Thailand, Vietnam, and Indonesia. Since 2009, Mercy Corps has implemented ACCCRN in two pilot cities (Semarang and Bandar Lampung) through secondary partnerships with a broad spectrum of actors including municipal, provincial, national government, universities and research institutions, local NGOs, and the private sector to experiment with a range of activities that will provide visible demonstration and documentation on how they collectively improve the ability of the two cities to withstand, prepare for, and recover from the projected impacts of climate change.

Starting its third phase in 2010, Mercy Corps shift its works to leverage the works into more cities and to the nationals. Concurrently, there is growing interest from the National government and climate related institutions to understand ACCCRN with a clear intention to replicate the methodology and apply the tools in other cities across Indonesia. Although such replication to other cities in Indonesia is desired by all parties, it is apparent to the ACCCRN staff that maintaining constant engagement with government institutions and the other stakeholders to make this vision of broad replication possible requires a great deal of time and commitment, which translates into decreased oversight of and coordination with city teams in Semarang and Bandar Lampung.  In order to drive the replication and scale up of UCCR in Indonesian cities and to mainstream the methodologies and tools within the key government agencies including BAPPENAS, Ministry of Environment, Ministry of Public Works and other key agencies at city level; the documentation of the process, results, outcomes and outputs must be strengthened to accurately capture what is happening at the city level, and to convey the important lessons, tools and methodologies which will facilitate replication.  This deepening of documentation must occur in two ways: first, to improve documentation of the process for others to understand and replicate, and second, to deepen documentation to capture the results, outputs and outcomes of the work at city level to enrich the national level discussions on the importance of this work and the implications of UCCR.  

There is an increasing need to expand efforts to disseminate ACCCRN results at regional and global platforms, while at the same time nationally improving and expanding documentation of city level work (Semarang and Bandar Lampung) to enable replication, capturing results and lessons learned in order to catalyze national discussions and policies around the institutionalization of UCCR in Indonesia. 

LEARNING OBJECTIVES:
Intern will learn about how to design Monitoring & Evaluation for Climate Change Adaptation program which is quite unique and challenging because it is a new issue and not many references are available. There are still many questions on how to develop proper M&E for climate change adaptation, as it is a broad topic and there are still many gaps and room for improvement.
The ACCCRN intern will provide an M&E framework for climate change adaptation within the context of development programing.
The intern will also learn to manage competing interest between actors to support the UCCR effort within a city.

DELIVERABLES:
Intern is expected to develop:
  • Design of UCCR M&E system for City level
  • Tools to facilitate qualitative data analysis to support indicator measurement
  • Gender integration into M&E system for program and project

IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING QUALIFICATIONS:
Considering all the deliverables above, a Monitoring and Evaluation (M&E) system on UCCR is urgently needed and as currently Mercy Corps Indonesia M&E system is improving its M&E system in order to be more effective for Climate Change Adaptation program. The M&E intern is expected to:
  • Strong analytical skill
  • Knowledge and experience on Design Monitoring & Evaluation for program and project
  • Background in Urban Planning, or Climate Change Adaptation, or International Development
  • Strong in Qualitative data analysis and Statistic
  • Strong research and writing skills

LIVING CONDITIONS:
The intern will be based in Jakarta.  Safe and reasonably priced accommodations are available near to the Mercy Corps office. The head office is located in Jakarta – the capital and largest city in Indonesia. The population of greater Jakarta is estimated at 23 million, making it the second largest urban area in the world. Jakarta is the country's economic, cultural, and political center - a metropolitan area with convenient access to transportation, meals, health services, sports centers, etc.  
During the internship, the intern might travel to ACCCRN cities; Bandar Lampung and Semarang cities if needed for completing the task..

Mercy Corps interns and volunteers represent the agency both during and outside of work hours and are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
